Loot boxes are small transactions in videogame and other apps in which players stake real money on the chance that they may win a randomized selection of virtual items. Examples of these items include “skins” (items that change the appearance of a character), weapons or tools that improve a character’s abilities, and access to new characters with better abilities. Gambling laws generally prohibit wagers of money on a game of chance. Beyond the money lost gambling on these items, loot boxes mimic the psychological aspects of gambling, potentially creating or reinforcing addiction. This is particularly alarming, given that some who have purchased loot boxes are youth, creating the possibility of addicting children to gambling.
