Despite having been warned about the spread of the fires, PacifiCorp and Pacific Power did not de-energize their electrical equipment, measures that could have prevented many of the tragic losses experienced by Oregon communities. In addition, PacifiCorp and Pacific Power allegedly failed to properly maintain and operate their electrical infrastructure, setting the stage for the downed power lines that accounted for a significant portion of the fire damage and that made it much more difficult for firefighters to contain the fires.
